BOYS-Exams Are Over, Now What??

Hey Guys,
It's J. So, on the night of prom I made out with this guy that I really like. Since then things have been kind of weird and not exactly what I want it to be. We've gotten together a couple times but nothing has happened really. We started exams so I understood why he was always busy and he didn't have much time to get together. I was always sending him text messages and trying to make the effort and I was always asking him to get together but he never seemed so into it. I was hoping things would change after exams because he wouldn't be as busy anymore. I was right, I guess. He started messaging me a little more often, but it still isn't very easy to get together with him. I don't want to be the one asking him all the time because I don't want to be annoying and I don't want to seem needy and desperate and vulnerable, but if he isn't going to message me, then I'm going to message him. The thing is, exams are over, now what?? Are things going to change?? Will he be more available and willing to get together?? It seams like the answer is no, but it is just so hard to say.
Honestly, I think I am the first girl he has ever actually been with and I think when we kissed on the night of prom it was his first kiss ever! The thing is I really like him and that doesn't really bother me. I could teach him a thing or two...if he would let me. He seems to be intimidated by me or something and he seems to be really scared and nervous to be alone with me. I totally understand that, but how do I let him know that I understand that?? I just want him to know that I actually like him and that I am not just in it for the "sexual aspects". Boys are so frustrating.
